Mr. LIU is a shareholder of the Company. He served on the Tenth National Committee of All-China Youth Federation Committee. He is also the full-time member of the 10^th and 11^th Issuance Review Committee of the CSRC; the member of the fourth and fifth Mergers & Acquisitions Committee of the CSRC; the expert of MOF’s Financial Enterprise State-owned Asset Appraisal Project Appraisal; the State Council’s SASAC Evaluation Project Review Expert Panelist, and the member of CMAA Certified Dealmaker Assessment and Certification Committee. Besides, he is the CAS director; one of the first batch of senior members and the first batch of special researchers of CAS; the First National Top 10 Youth Valuers winner; outstanding communist in the asset appraisal industry; the member of CAS Asset Valuations Standards Committee, Corporate Value Appraisal Professional Committee and Intangible Asset Appraisal Committee.

Management PhD degree holder of Tsinghua University, and part-time professor/master tutor of asset appraisal majors in such universities as Fudan University, Renmin University of China, Central University of Finance and Economics, Zhongnan University of Economics and Law, Capital University of Economics and Business, and Beijing Technology and Business University, etc. Independent director of Harbin Electric (HK01133), China Satellite (SH600118), and Hengxin Mobile (SZ300081) and independent supervisor of Qingdao Port (HK06198).

He is an important teacher to conduct follow-up education and training organized by CAS and local associations. He delivered speeches in large-scale appraisal meetings at home and abroad on many occasions. He is also an instructor of three big national accounting institutes and a number of large SOEs. 

He has accumulated rich experience in the field of asset appraisal. He is a certified asset valuer, a certified real estate valuer, and a certified mining rights valuer in China. He is responsible for presiding over asset appraisal of all the Company’s large and mega projects. He has completed several hundred projects, with a total appraised asset value exceeding RMB 50 trillion. Projects involve a variety of economic behaviors, including restructuring and listing, M&As and restructuring, and Sino-foreign joint ventures and cooperation. Acting as a practitioner with more than ten years without any illegal and bad track records, he has enjoyed a high reputation in the asset appraisal industry and the entrusting parties, and regulators of state-owned assets. 

He is the executive editor of the Enterprise Value Appraisal Cases (which was published by China Financial & Economic Publishing House). Besides, he also participated in compilations of the books as follows: Listed Companies’ M&A and Reorganization Market Law Appraisal Research (China Financial Publishing House), Q&A for Listed Companies’ M&A and Reorganization (China Financial & Economic Publishing House), Listed Companies’ M&A and Reorganization Enterprise Value Appraisal and Pricing Research (China Financial Publishing House), The Guide for Enterprise State-owned Asset Appraisal Management and Operation (Economic Science Press), China Asset Appraisal Theories and Practice (China Financial & Economic Publishing House), Appraisal Criteria Interpretation of Enterprise Value Copyright Trademark Physical Options (Economic Science Press), and Fair Value Measurement – Assessment Methods and Practice (China Financial & Economic Publishing House).
